Housing Choice Voucher (HCV) Coordinator

Job Overview

The Housing Choice Voucher (HCV) Coordinator is responsible for planning, developing, implementing, maintaining, evaluating and overseeing programs to increase the economic self-sufficiency of program participants. The Coordinator also works to prevent eviction and help participants maintain stable housing. This position contributes to the agency receiving a satisfactory rating on HUD agency scoring systems.

Duties and Responsibilities Include:
  • Answers inquiries and provides customer service to clients, landlords, agencies and the general public. Also answers inquiries regarding policies and practices associated with Housing Choice Voucher and Low-Income Housing Tax Credit, Multi-Family and Moderate Rehabilitation programs.
  • Initiates and processes annual and interim recertifications for residents participating in the Housing Choice Voucher (HCV), Rental Assistance Demonstration (RAD), Veterans Affairs Supportive Housing (HUD-VASH), Foster Youth to Independence (FYI), Mainstream, Low-Income Public Housing Tax Credit, Project-Based Voucher, Family Self-Sufficiency, Homeownership and Emergency Housing Voucher (EHV) programs. Meets with clients to update and revise client/landlord information, adjust rent, complete required certification and recertification paperwork, and review required regulations and family responsibilities.
  • Coordinates Background information checks of families to be recertified. Performs final eligibility verifications.
  • Collects, reviews, evaluates and verifies documents and information to calculate rent for interim recertification and move-in. Explains rent calculation to tenants and assists with the completion of recertification materials as necessary. Prepares and sends appropriate notices of rent adjustments in accordance with HUD regulations.
Qualifications
  • Associate’s degree in social services, human services, business administration or closely related field.
  • One year of relevant experience plus three years of experience in the housing or social services field, or equivalent combination of education and experience.
  • Working knowledge of federal, state and local laws, rules and regulations and Commission policies and procedures pertaining to HCV and Special Programs.
  • Thorough knowledge of interviewing techniques and record maintenance.
  • Ability to make routine decisions in accordance with established administrative rules, regulations and policies, and ability to explain the reexamination process to tenants in an objective and impartial manner.
  • Ability to prepare clear, concise reports and make appropriate recommendations within scope of responsibility.
  • Ability to communicate clearly and concisely, orally and in writing.
  • Ability to operate computer equipment and software systems applicable to the position.
