Vouchers for Veterans, People with Disabilities, Households Experiencing Homelessness
HUD-VASH Program Serving Veterans
The GRHC administers 36 vouchers through the HUD-Veterans Affairs Supportive Housing (HUD-VASH) Program, which serves Veterans experiencing homelessness or at risk for experiencing homelessness. The program combines rental assistance from the United States Department of Housing & Urban Development (HUD) with case management and clinical services provided by the United States Department of Veterans Affairs (VA).
The Grand Rapids Veterans Center refers Veterans to this program. GRHC Resident Services staff work with the Veterans Center as well as local clinics and social services agencies to help program participants access needed housing and community resources.
Antoine Court Apartments
In 2021 the GRHC opened Antoine Court Apartments, a Section 8 Project-Based Program development tailored to meet the housing and supportive needs of Veterans experiencing homelessness and individuals who qualify for Permanent Supportive Housing. The development also houses people ages 55 and older who have disabilities, and seniors ages 62 and older.

In addition to the above resources, all housing programs administered by the GRHC have a preference for Veteran households.
Emergency Housing Voucher (EHV) Program
The GRHC administers 42 HUD-funded Emergency Housing Vouchers (EHVs) awarded through the American Rescue Plan Act. EHVs provide a tenant-based rental subsidy to assist individuals and families who are:
- Experiencing homelessness
- At risk of experiencing homelessness
- Recently experienced homelessness or have a high risk of housing instability
- Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking
The GRHC works with the Kent County Continuum of Care to lease up these vouchers; please contact The Salvation Army at 2-1-1 for information about the EHV application process.
Mainstream Voucher Program
The GRHC administers 207 HUD-funded Mainstream Vouchers that offer a rental subsidy to support the housing needs of non-elderly persons who have disabilities; HUD defines “non-elderly” as under age 62. The program is particularly targeted to people with disabilities who are transitioning out of institutional settings, at serious risk of institutionalization, or experiencing or at risk of experiencing homelessness. The Housing Choice Voucher Administrative Plan that governs our voucher programs includes a preference for this population, and the GRHC offers available Mainstream Vouchers to potentially eligible households currently on our HCV waiting list.
In addition to a rental housing subsidy, the Mainstream Program provides supportive services coordinated by the GRHC’s on-staff social work professionals in collaboration with The Salvation Army, Disability Advocates, the Area Agency on Aging of Western Michigan, Cherry Health, Care Resources, local hospitals and nursing homes, and other community partner organizations that serve people who have disabilities. These services are designed to promote independence and dignity and may include home modifications, case management, counseling services, chore workers, legal help, medication management, meal delivery, medical equipment and supplies, transportation, fall prevention services and emergency response services.
Maximum household income limits are the same as for the Housing Choice Voucher Program.
NED Voucher Program
The GRHC administers 100 HUD-funded “Non-Elderly Disabled” (NED) Vouchers that offer a rental subsidy to households in which the head of household, spouse or co-head is under age 62 and has a disability.
In accordance with the HCV Administrative Plan that governs our voucher programs, the GRHC offers available NED Vouchers to potentially eligible households currently on our HCV waiting list.
Foster Youth to Independence Voucher Program
The GRHC partners with the Kent County Department of Health and Human Services (DHHS), the West Michigan Partnership for Children, the Grand Rapids Area Coalition to End Homelessness and the Continuum of Care initiative to administer a HUD-funded Foster Youth to Independence (FYI) Program in Kent County.
The GRHC administers 35 FYI Vouchers that offer a rental subsidy to youth ages 18-25 who are aging out of the foster care system. The program provides a rental subsidy for up to 36 months along with optional supportive services. Referral is through the Kent County DHHS.
Mod Rehab Program
The GRHC administers 102 Moderate Rehabilitation (Mod Rehab) Vouchers that subsidize the rents of low-income residents of apartment buildings renovated by private developers.
